So I've noticed that established authors will sometimes sign up for these programs and then completely forget. They never check the emails (I know this because mailchimp tells me when an email is opened and when it isn't.) They'll forget to drop their prices. They'll fail to follow thru with social media posts. It's really annoying.

Fortunately, I have the ability to cut their books when they don't follow thru and to block them from future sales.

Seriously, I agree with you that those things happen. You would think if you sign up for something that you would mark it on your calendar and make sure to show up or at the very least send a note that something came up.

Cross-promotions do depend on everyone participating to the best of their ability.

Of course, all of this could just be the way I was raised. Perhaps alongside new Math, there is new Behavior and we didn't get the memo.  ;)
